Honor and Duty quest (minor spoilers)

During the Honor and Duty kingdom event and following quest i choose to ally with the mendevian crusade, and the end Fes Aldragem visited my throne room and told me he had brought a few veterans from the crusade to help train my military.
However I haven't noticed any increase in military score, no access to new buildings nor a kingdom effect (like forexample the +1 to resolving problems with the general from talented recruits).
Are these veterans merely flavour or is there a more tangible reward from this quest that I have merely missed ?

No idea, I can't get this quest to progress past the initial stage.
I have to go settle score with Nyrissa and that quest still hasn't progressed a single inch.
Do you have to talk with someone or go somewhere?

Mine just popped up as soon as I left the capital in Act 3 and showed a group of peasants mad at me
