@Chief; This is pretty standard P&P RPG type stuff. You will occasionally fail checks, and the encounter in the Pine Patch isn't essential. The Pine Patch "spawned" for you later because you passed the Perception check to find it on your way by, it didn't have anything to do with going to the Old Sycamore.
If you don't enjoy the game because there is a chance of failure, then you can set it to Story difficulty, or cheat to max out all skills. Whatever helps you enjoy the game, but this is not bad design, this is what good freedom of choice looks like.
No it didn't, I specifically walked by all the routes around it trying to get it. It did not appear until after I went to old sycamore and talked to Garess. It showed up immediately after I talked to him and left the area.
