Is there a shortcut, or even a way to switch weapon sets while in combat. Or even out of combat?

I think I'm missing something obvious but I cannot figure out how to get my character to switch weapon sets. For example, I have a dagger in set one, but a light crossbow in set two. The icon in the lower right on the far right side of the ability bar shows a light crossbow, which I assume means that it is equipped, but no matter what I do, no matter what I click, no matter how I click it, I can't seem to get my character to switch to the dagger. This is the same both in and out of combat. Is it a bug? What am I missing?

You have to click on the border (with the "I","II","III","IV" markings) to change the weapon sets, not on the weapons directly.

I think (not sure though) that on the right side of the character pictures are some buttons to turn off the AI and stuff. Above that shuld be a tab wich will open the weapons if you have only one character chosen.
