Spell Effects like Dazzled?
Where can I read what each effect means? Say I dazzle an enemy with Flare. How can I see the effects on the target?
Don't know what it does.

???
from the PnP rules:

Dazzled
The creature is unable to see well because of over-stimulation of the eyes. A dazzled creature takes a –1 penalty on attack rolls and sight-based Perception checks.

You should be able to see the effect once you've applied it to an enemy. It will then show up as a factor in their hit calculation if you mouse over the combat log.

One of the game options is for detailed spell descriptions but unfortunately it still doesn't include this level of detail so you know what you're getting before you buy.
