If you're using GIMP, click on the small chain link icon near the image dimensions in the resizing dialogue.

I'm sure most graphic editing software have something similar to that, it's to keep the original aspect ratio of the image I believe.
Doing that for this image actually made the character look a little shorter and wider, but I ended up liking it more because I thought that helped made him look more different from the original.
Thank you! I did try my best, it honestly took me a few hours total to learn how to do and then do what I've done. It was pretty hard!
And you're right, it was that one! I linked in the album description to where I got the image from, aha.

Step 1: Just start by selecting Crop enter the correct values then lock aspect ratio, Resize the box to cover the parts of the image you want it to cover, then apply.
Step 2: Then select resize and resize the image to the correct size, enter the image size values again without locking aspect ratio, then you are done.
Step 3: Download your new image.
Step 4: Repeat for all the different sizes, Small (185x242), Medium (width: 330x432) and Large (692x1024x)

Which folder? AppData\LocalLow\Owlcat Games\Pathfinder Kingmaker\Portraits has like 12 folders (1 folder per portrait collection).
They did. You just have to fit the dimensions. At least they aren't demanding 24bit BMP images :)
