What chapter are you in? Brown Baldhill is a scene where wolves have torn apart some commoners. If I recall correctly, the Assassin's Chain Shirt you're talking about is found in a more swampy setting in the Dire Narmarshes, but I can't remember the exact location.

Isn't there a feat that adds +4 on crit confirms almost anyone can get?

It's at Tenacious Marsh - directly Southeast of the bend in the Sellen River, in the last clump of trees heading that way. Behind a giant, acid-spitting slug. And yes, anyone can take Critical Focus once they have a high enough BAB, but that item does it without the feat tax and for character of a much lower level. I'm using it with Octavia, for example, to get her to a 28 AC (Arcane Armor Mastery feat path).
