Report a translation problem
I'm sure I had an event where Bokken visited the capital and delivered some goods after I built shop, so keep an eye out for that. My kingdom didn't survive the waves of trolls while my general was perpetually tied up on the same events, and I haven't had time to get back to that stage again, so I can't confirm whether or not it's more than a one-off event.
You can visit your settlments. The one where you build Bokken's alchemist shop is useless, but you should really pay a visit to your other settlments.
About Bokken, he's indeed in Oleg's Trading Post, but according to the dialog you had with him, the one who lead you to build is Alchemist shop, will make Bokken pay you a visit in your Throne Room (not card-event tho) from time to time and offer you a potion/scroll or even ring. By default he will give you a random item that he can craft, but you can ask him something specific.
(On my previous game, at some point I could find Bokken at Oleg's Post but in my Throne room aswel).
