Except when you look at the exp and loot they give, it's clearly supposed to be a lower level encounter.
tactics that work for me: pre-buff the hell out of ur party with resist energy-fire and protection from energy-fire...pro evil communal...enlarge on amiri using her bastard sword (or valarie if no amiri)...as many buff pots as u have use them...once inside mob the north were rat while leaving valaire to tank the south one...keep linzi on heal duty with bardic music up...send ur pet or another party member with good reflex save after alchemist (use glitterdust if u have it) that person must have resist-fire at a minimum...after north rat goes down mob south rat...keep linzy healing if she runs out replace with another healer...then finally mob alchemist (displacement should have worn off by now)

I can say that you need to be level 5 minimum to have decent chance of beating them if you ask me
Exactly. While probably not very intuitive (because you can go there during the first chapter), you don't need to be able to kill everything at the first possible occasion.
Just like BG1... where you could go towards Baldurs Gate right from the start, and get killed by some Ankhegs. Being able to go somewhere doesn't mean you should go there.
You can do this at level 3. You will likely not be able to steam roll this fight at level 3 like much of the rest of the prolog (I wasn’t able to in any case). But with scrolls of fire resistance and a few other party buffs / gear you can make mincemeat of the rats easy enough. This is one of them fights at the early levels that depends on how you approach it tactically as opposed to brute force. (Unless your level 5 then feel free to steam roll it)
