Swamp Witch's hut

So I dont know if my game is bugged or what but I think I've fully cleared the swamp witch's hut location on my map but I still have never encountered Old Beldame. Doing some googling I found she is supposed to be the hut at the western most edge of the map, where the scarecrow is. Is that correct? I had to fight the scarecrow since I just barged through the gate. Does this mean I can no longer talk to old beldame? Or is my game just bugged because she is no where to be found and there is no option to enter her hut or interact with it in any way.

If you aggroed the scarecrow you essentially aggroed Beldame. Beldame arrives to aid the scarecrow if you threw a rock at her window and failed the check. If you just aggroed the scarecrow without aggravating Beldame she won't come out. Essentially when you aggro the scarecrow whether Beldame comes to help it or not she's essentially 'dead' as an interactable npc.
