Darkvision, and low light gone?

I'm curious as to why darkvision, and low light are replaced with a +2 perception bonus? Pretty easy to add into a game. Dark vision means I can see in the dark out to 60 feet. Low light means I can see twice as far as humans in dim light. No dwarf in the party? You'll need torches. Such a shame not to add this into a game. Miss opportunity.

yeah that would have been a nice addition...

like not giving Half Elves Multitalented, as it stands everyone can multiclass and gain the favored classes bonus of +1 hp, even from prestige classes, it really weakens the strengths of Half Elves.
