Lawbringer Quest

Im at the lawbringer quest and supposedly one of the pieces should be available at one of the merchants in the capital but ive checked both of them and i cant find it?

It's there; it's under the bottom section in the inventory of the guy on the left. It's lawgiver greeves or something.

You can also hit the "notables" button at the top of the merchants inventory, and it should be the only thing there.

where are all the three pieces? is there a handy list? I googled and there's no information that consolidates all the pieces

He literally tells you where they are. Hassuf in the capital, Oleg at his trading post and the woman at the Secluded Lodge.
