You need to raise your military score then, once that is high enough (I think around 60, you might need to rank up your general to 3 as well) your general will ask you to assign a warden.
Just to get some more details, though....i need stability 20 for blossom questline, but what do i need for trolls? 10? Als, once that i went from ''stable'' to ''worried'', can i go back to stable?
I don't recall it being an issue for the trolls, so it is either quite low or the mechanic wasn't introduced at that point of the game yet. Once you get your stability over whatever the current threshhold is, you will go back to stable.
Now why people are saying stability everywhere is because its one of the harder stats to get up cause you need a warden to do it effectively and you dont really get him early.
A total other thing if you are in chapter 3-4 you are ♥♥♥♥♥♥ either way cause you cant move on from that the game is bugged and even on Auto kingdom management your kingdom will crumble and fail, we are still waiting for a patch but no word on when.

I noticed that i had BP in the minus....maybe that's why....i rush to buy 300 of them from the vendor, let's see if it get's higher now.
