Report a translation problem
To be clear, i only had a level 3 spell slot to learn, but i was able to put any 1st, 2nd or 3rd level spell there.
What would be a bug is if you can do the opposite: put a high-level spell into a lower-level slot. Which sounds like what OP says is happening; if so, then it's a definite bug.
It is a bug introduced in the recent hotfix to the hotfix(which broke more than it fixed). While in TT you can put lower level spells in higher level slots, until recently there was no such functionality in game. This bug even allows pulling spells from *different spell lists*, regardless of most kind of level restrictions. I have Ekun with Circle of Death as 1 lvl Ranger spell.
Let's face it, this is a paid beta-test, not a proper release.
