Yeah, but only if this dwarf is very light and with no weight-full plate armour. You could call it a... shield. ^^
I think the searaider (part of the ranger class) is especially wrong with coat-boots, an green cape and an backpack. Why should an seaman where this things ?! O.o
What I don't get is why you don't just make these equipable items given at the start. Backpacks, for example, could go into the cloak slot and add 50 extra pounds to your weight limit or something. Could be used as the cheaper, early-game version of the bags of holding. Or maybe add some sort of resting bonus. Something that makes them worth actually having.
Same with the hoods/hat for certain classes. As equipable items, it gives people the option to keep them or not. You could easily offset the advantage over other classes by doing some similar (ie: Magus gets special bracers or boots or something).
