Barb/Mithril Plate

Took heavy armor proficiency on my Barb so he could equip Mithril Plate (effectively med armor) but it still gives him a base move of 20 (not allowing for his fast movement). Is this correct?

The Barb movement increase is restricted to medium and light armors I think, that is how it is in the PnP game.

Medium and heavy armor slow you down. Mithril only takes armor down one step, and so heavy becomes medium. Mithril medium will become light, which will return you to your fast speed.

The issue is the armor itself is encumbering, even at Medium. Only light armor isn't. You really shouldn't need heavy armor proficiency to wear it though.
