Kingdom: Temple restoration + bronzeshield fortress = region upgrade?

So what are these "region upgrades" the game is talking about? I've restored the temple but not the fortress yet. What can we do with these upgrades and where do we upgrade them? Do I have to visit these locations on the map or can I do it within the kingdom management UI?

Each region has two (or more) mutually exclusive options that unlock after ch 4. They give you various (often kingdom-wide) benefits and also tick up the quality of items produced by artisans in the upgraded region.

You can upgrade them via the kingdom UI by double-clicking on the region on the map or via project cards.
