Whether it's the most optimal sorcerer. Arguable (Sylvan Sorcerer is really, really good too with the pet).
My Wizard based AT was able to get 40 Int on last run.
The neck item might be the one you get from the varnholms lot dlc (+2 mental -3 physical stats).

Total = 45 DC
So close, but at least based on the items I've found, no 50 :)
The above is strictly DC theory-craft. I personally would not sacrifice 2 levels of Sorc for Alchemist, etc.
p.s. I found the staff its in Varnholds lot. Of course I am not sure yet how items transfer from the DLC to the main game...
Arcane Conjuration Sorc is still the top dog. With heightened stinking clouds, summons, rays and a bit of acid AoE. Mostly cause stinking cloud attacks Fort that is the lowest save of WH and summpns are always good.
Sylvan is much the same but trades 2DC for a pet,
Yes, exactly that - essentially another 4 CHA (+2), since strictly for spell DC your caster level doesn't matter, just spell level.
Same calculation for Necro Sorc (Wail for level 9):
+10 Base
+9 Spell level
+2 Greater Spell Focus
+2 School Power
+7 CHA base (24 @ level 20)
+4 CHA from hat of ment. perf. +8
+1 CHA from ring of circumstances
+1 DC boost from ring of circumstances

Wail is 1 save vs. Weird's 2 saves. However, Weird does kill outright whereas Wail is 10 dmg per level - meaning you won't kill with just one in the late game.
As far as "Optimal" sorcs go conjuerer its head and shoulders above everyone else.
