Then nobody uses their spells because they don't refresh their spells and every character is saving them for the journey.
If you have enough food (1 per party member) AND select food use or go hunting (they will hunt until they have enough food or are attacked during the hunt) they will use their remaining healing spells to heal the party and then refresh their spells by resting.
If you just pass time (without food or hunting) nobody will use the healing spells to save them.
You can delliberatly just "pass time" (if there is a quest wich needs a specific day time or you want to explore in daylight or night for some reasons, you can just "pass time" by not using food or not hunting and using the slider on top..
I had 2 go hunting it took 6 hours to get 6 rations the second time, reloaded and redid camp a few times and hunting was selected every time....
I don't know, normally there is no problem with healing, click on the food tab and go hunting and normally everybody would use their remaining spells to heal.

I saw the comments about having healing spells, but I used them all in combat already.... Because isn't it the point of a healing spell, to have the fighter focused on fighting while you heal them with spell's??!?!
So many risks and time spent on reloading save after having been ambushed for literally no gain whatsoever....
I am seriously thinking of skipping the feature, and keep on healing with potions. And fighting while being tired, but with or without rest, we are all tired anyway.
If this game is just about grinding lucky rolls, that's not going to interest me. Don't remember having any problems in the Baldur's Gate series with this though..........
You do have to have healing spells left in order to get any extra healing while resting. I recommend resting before you run out of healing spells completely. Have you also used up your clerics' channel energy ability for the day?
Re: Still being tired. I'm guessing you mean that all party members have the "fatigued" status? Have you assigned party members to roles in camp? If you haven't assigned a hunter and haven't checked "use rations," then the party doesn't actually rest--see the first screenshot below: the button on the bottom left says "skip time." If you click that, time will advance nine hours but your party won't actually rest (see message at the very top of the screen).
To fix that, click the "manage" button in the top left corner of the screen. It will open the screen shown in the second screenshot below. In this screen you can assign party members to tasks while you camp. If you have enough rations for all party members, check "use rations" above the hunter slot. If not, assign a party member to hunt--preferably whoever has the Lore (Nature) skill. For best results, check "use rations" AND asssign someone to hunt--that way the hunter hunts for one hour only and you make up the difference of what they catch with rations, i.e., assign Tristian to hunt, he catches food equal to three rations, and you use three of the rations you're carrying.
Assign party members to all camping tasks. Have someone with the stealth skill do camp camouflage (Octavia can be good at this). It doesn't always work, but when successful it reduces your chance of being ambushed while you rest. If you still get ambushed, after fighting off your attackers, click on the fire in the middle of the camp to resume your rest so your party members can refresh their spells.
Look at the top right corner of the management screen to see how healing is set up. You want party members with healing spells left to heal the injured while resting. DON'T set it to natural healing; you won't recover much that way.
When all of that's done, click "OK" at the bottom of the management screen to return to the first screen. The button at the bottom left should now say "Begin resting." Click it and rest!
I also recommend saving right before you click the camping icon. That way if you suffer a bad ambush you can just reload. Remember, too, that the game has several difficulty settings. If it's not fun, there's no shame in changing to an easier setting. When you feel like you've got a grip on how things work, you can always turn the difficulty up again.
