Generally what's voiced is party banter, major points in romance arcs, initial encounters with major NPCs, and really big plotline-related dialogues. Incidental dialogues and and side quests are less likely to be voiced.
Since there's a metric boatload of text in this game and IMHO not even an AAA company would have the budget to voice all of it (plus IMHO it'd get a little wearying having that much text voiced).
Looks like you haven't seen Divinity Original Sin 2 yet! It's the same genre, but even bigger and better and has full voice acting, down to the most unimportant NPCs like rats and squirrels you meet in a forest. That company isn't AAA either.
They're both CRPGs, but not really the same sub genre. Pathfinder Kingmaker is an old-school like PnP based CRPG akin to BGs, IWD, Planescape, NWN 1/2 and even Fallout 1/2 (even though they're TB).
DOS2 is a modern day, non PnP based, semi action turn-based RPG with its own unique flavour. I wouldn't even say it's a reboot of old turn-based RPGs. It has its own unique flavour and style.
P:K is a bit too long for its own good.
