What is the difference? Strength in Numbers vs Talented Recruits
Strength in Numbers says (+1 with general when taking advantage of an opportunity)

Talented Recruits says (+1 with general when resolving a task)

What is the difference? The third option does say +2 with general but a fail equals -1 to military. This one is easy to understand.

Opportunity is a special subset of events that don't have crippling malus for ignoring them.
Tasks... hell if I know.
Ambitious Recruits is actually the best one. You don't want to fail anyways and +2 is much better at that than anything.

but those don't have DC's so that wouldn't make sense.
