Is Power Attack a worth while feat to invest in on unfair?
Title.
Since the chance to hit enemies is going to be low, wouldn't Power attack be more of a hindrance?

Well Dazzling Display, Cornugon Smash, Shatter Defenses and Dreadful Carnage are the most awesome things ever. So yes, I'd say Power Attack is worth it.

Its just difficult to use. It opens up a lot of great feats though. I made a spreadsheet not too long ago with the (average damage + to-hit) vs DPS gain for activating power attack. There is not a very large window where you benefit from it. You either need very high accuracy, or very low damage per hit for it to be worthwhile

What Dixon said. After you get greater invisibility you have close to 100% hit chance. So then it's usable with some caveats. If you have less than 80% chance to hit I'd stay away from it.

Not on its own, no. But it does open Dreadful Carnage, which is pretty awesome on a high Intimidation character with Shatter Defenses.

So I'd only pick it after my character already has Shatter Defenses.

Yes shatter defence + courmagon usually counterbalance totally te -3/4/5 to hit. And you still get more dmg.

Dmg is still useful vs enemies with high dmg resistences.

Special case: 2 handed specialist, in wich power attack is always good

I don't, no, as you can get Dreadful Carnage in a few other ways (Kinetic Knight, for eg).

People with shatter defenses is great when Octavia is running around with frightful aspect too.

Having done multiple unfair runs, I typically only go for Power Attack on characters that I know will be getting very high attack bonuses (Fauchard Two Hand Specialist, for instance) and do not need the feat for survivability (frontline tank like a TSS/SD). Unfair is primarily about min-maxing, you want your tankier characters to be as tanky as possible, while having your damage characters being as high DPS as possible (while still being safe).
