Is it normal to be flat out missing opportunities in Kingdom management?
Also, is there some way to see how many days I have left to complete a given assignment, rather than having to learn a second language :P?

Not doing opportunities does not negatively affect your kingdom. I can
not answer your other question, because I'm confused by it, lol.

But I feel like a failure if i don't take advantage of every opportunity :(.

I tried to just take them as they came (first come, first serve) but apparently that isn't good enough.

Best advice I can give is this, ignore opportunities focus on problems. Later in the game you gain access to more advisors, which will you allow you the ability to get opportunities. Lastly, I believe if you check the journal usually it will tell what month or day you have to finish a quest.

There is month number (latin) right after month name. You do not even need to know the names.

You usually get new oppurtunities and new problems at the start of the month, during the middle of the month and a few days before the end of the month.

Very frequently the ones at the middle and especially the end of the month need to be started before the month is over instead of X number of days after arising which would be more reasonable and logical.
