2-3 Not in the game AFAIK. Maybe in the dungeon now, as I haven't finished it yet in the OC, but I have my doubts.

Hmm, I'm looking at the Pitax merchant items and Blinding Light is not there. I also looked for it at the Rushlight Tournament. Does it have a random chance to spawn in the vendor's list or something?

Hmm, these are the only unique weapons the arms trader in Pitax sells in my game (same list that was previously at Rushlight Tourny)

As I mentioned on Reddit, Blinding Light is Act VI, at HatEoT merchant.
An end game weapon for sure.

Ac, I must've thought of something else from traders. Don't use that thing much, although I am on an estoc run atm just to see how awful progression will be compared to falcata. So far there is literally only +1 estocs around with one that has useless agile enchant that the dragon sells.

Regarding progression for estocs, it wasn't bad at all from my end (maybe because I started with the EE).

Agile Estoc +1 from Ch1, Forsaken Edge (Estoc +2, Unholy) in Vordakai's Tomb, then Lifestopper (Estoc +4, Speed), Keen from Shaynih'a at the beginning of Ch5 (finished her quest and asked her for a nimble blade), and now waiting until I can get to Blinding Light.

There was also an Estoc +2 being guarded by a Manticore in one of the places on the map. I found that at around Ch2 or 3, so I didn't have to wait until Ch4 to upgrade from +1 to +2.

Well Vordakai is fairly late for a mere +2 weapon.

That's why you can get an Estoc +2 at some cave guarded by a Manticore at around chapter 2 or 3. I can't remember exactly where. Also, I'm playing Sword Saint so my estoc was almost always enhanced beyond its initial bonus.
There's also an (Agile, I think) Estoc +3 somewhere around Glenbon if I'm not mistaken, found it around the time I was doing the Armag quests and quickly swapped it to Lifestopper.

Related: where are the sikles oath of the land / sky?
Oath of the land should give you the ability to grapple your foes, do you think it is something worth building around or not?
