they're around, though I agree I did not see many in the early game. if you get desperate, you can grab a mod that will let you spawn items into your inventory, and you can just pick a sai that fits with the quality of other weapons you have found.

the only one I recall seeing was during saving Jubilost; it was in/near his wagon IIRC.
it was just a +1, but that's the only magical one I recall early. once you get artisans, there is one that makes magical sais, and you can request that from them.
I think the blacksmith in grounds outside your palace sells masterworks of every weapon in the game too.
Are the mods legal to use ? I dont know much about them etc..
I always do a couple of restarts with any RPG. But I reckon there comes a point where you have to accept your decisions and keep playing unless you have really gone up a blind alley.
Seems to me there are weapons of that type in the game, so just keep playing. Will feel great when you finally spot one!
Mods are legal to use, but are not officially supported.
There has been a few discussion popping up recently on various viewpoints on the use of mods. Again, just from a personal point of view, I would hang fire spawning items you want via a mod at this early stage of the game.

the very first weapon that Shaynih'a can make for you after you finish her initial quest and build her shop is a very very nice sai.
build her shop, do her quest, and then when she presents you a gift, if it isn't already the sai, request a weapon from her and it should be the next one.

(the 2 additionnal attacks are at full BAB, which is what makes this sai great - not cumulative with Haste iirc)
You can't request specific items from Sahiya. Its up to luck...
Its Act 5, the Menagerie hideout area when Pitax starts making trouble for you.
