Empty spell slots after resting. Any way to I fix it?
This has been a pain in my ♥♥♥ since I first started playing the game at release, quit playing for 6 months while waiting for patches, then started a new game, still an issue.

The problem is some spell slots remain empty after resting, and it's driving me crazy.

Specially the last spell slot at Wizard levels 1, 5, and 9 for my main character (Wizard) and sometimes this happens to a few of Harrim's spell slots too, but not commonly. It happens all the time for the main character though.

I'm guessing it's due to an issue with bonus spell slots from high intelligence and items, such as the Ring of Circumstances losing it's bonus on rest and gaining it again after rest, thus dumping any bonus spells awarded.

Anyone know of a way to fix it, it's very annoying and even painful to lose out on an extra level 9 spell.

I've noticed that when you have buffs like Eagle's Splendor, Owl's Wisdom, and the charisma one when going into rest, it will be altered after rest. Sometimes you will have the spell slots you get to add while you happen to be buffed. So you fill the slot thinking you have it as deserved then go to sleep and it may or may not drop off while resting. Its almost like you are cheesing your way into having temporary slots and then disappointed when they don't persist. It can be frustrating, and I'm not sure its broken. The ring of circumstances I thought was fixed last big patch. I'm not sure though.

There is no way to fix the Ring of Circumstances bug unless devs take a look at it.
You can band-aid it using the Bag of Tricks mod to refresh your spells (rest -> re-fill any wiped spell slots -> use Bag of Tricks to refresh your spells). Also, resting in your capital will not wipe your extra spell slots from RoC.
