Mr. Libido glitch

I am at 80% for both Mr. Libidos. I cannot even find the one in Kamurocho and the other one always says I have surpassed him.

I think you have to wait till a certain point in your story to open the one in Kamurocho up.

Have you collect telephone card and watch the gravure video? You have to do that certain times in order to progress the friendship

All telephone cards collected, all videos viewed. Talking to Majima's Mr. Libido, he tells me I have surpassed him in perviness, but I am still at 80% friendship.

Try to watch video again. iirc Mr. Libido would be waiting for you in the gandhara entrance and then he'll telll you about he can't get his ♥♥♥♥ up anymore or something like that. and i think you need to enter and exit gandhara to trigger the next task

Watching the videos got me Majima's Mr. Libido (hence the award). Still no luck on even finding Kiryu's Mr. Libido.

Aren't you supposed to introduce him to that one old lady who attends that one bar in the Champion District to get him to 100%?
