Unable to change outfit

Hey, I finished the game and have unlocked the premium adventure mode. I started playing it and am in the business place and I do not see an option to change my outfit.

It should be at the save phone where you can also switch characters.

Yes I am aware but I only new options I see are change character and wait

Did you pick them up from the clown at the temple?

Did you end up figuring out the issue, or is it still there? I just beat the game and I'm having the same problem in premium adventure mode. This is one of the few posts I can find online discussing it though so I wonder if it's a rare issue.

Edit: I did just switch to Majima and interestingly the change outfit button does appear for him. But still nor for Kiryu.

Even though I picked up a few DLC packs from the clown, I still haven't receive the option until I picked up another DLC pack.
This sounds concerning, if you pickup all the DLC packs before you finished the game then you may never be able to change your outfit.

game literally said you gotta wait till you beat the game to wear em the moment you recieved an outfit

Yes I figured out the issue. You have to visit the clown at the shrine in order to change outfits
