How to unlock the skills the are locked?

Buy Limit Breaker from the completion point shrine.

you have to do the Real Estate quest. the limit breaker is for what you get after that

You unlocked them by doing buisnesses (the greyed out option). To unlock Buisness option you have to around Chapter 6 where Oda introduces to Real Estate Royale (only when you proceed a little bit), Through out the game you have to unlock your skills by doing all of it. Thankfully your first skill unlock is when you own 90% of the shares in Tenkaichi Street.

You'll unlock those limitations by clearing the Business side story.

In each business (Royal Estate and Cabaret Club) there will be 5 main rival that you need to defeat. With each rival defeated, you unlock a segment of one style. So you need to defeat them all if you want to fully unlock all the abilities.

dammit, I'm trying to do the real estate and was up to 55% but the damn king guy keeps buying back the properties. How do I hire more staf?

Doing substories, filling the friendship gauge, they will hang out in front of your office and you can talk to them to recruit them.

Makes sure you have a manager for the area you're currently working on, otherwise your rival will steal it immediately instead of having a monry battle.

Thanks for all the replies and now understand it more. I jsut want to know what area to pursue that will fully unlock the Rush fighting skills.

Beating leisure king will unlock all the locked brawler skills, and the rest will unlock half of rush or beast skills each. I know media king unlocks some beast skills, but out of the last three I don't remember which two are rush and which one was beast. You might as well work on all three areas at the same time anyway.

If I were to fail one of the king's challanges that happen at 60% do I have to do it again after I reach 60% again?

no each boss will challenge you once with their rigged games at 60% and then you drop to 50% and thats is it.

Well that's good to know. Since I hear trying to get a 5m+ score on Outrun is a pain in the ass I think I'll just take the loss

Now for the gambling king's event (catfighting) I hear its all RNG based? I never bothered with trying this for that reason. So is this event still all luck based or is there some sort of stratagy to winning?
