an i5 3470 has SSE4.1
The game runs on Ultra (+full fps in cutscenes) at around 40-60FPS. It drops during busy segments in the city but it's nothing major. For the most part the game runs at a steady 60fps. No crashes or audio glitches or anything like that but I have Windows 8.1 and not Windows 10.
It works on my Xeon X5675
Im playing on AMD PHENOM X6 1075T which lacks SSE4.1 support
So, yeah it works
Besides, you can check if your CPU will "fit" by checking benchmark scores at store page
