Fishing bugged

So, after finishing the game a while ago, I wanted to hop in again and do some side questing and fishing. Tried to fish but whenever I go to a fishing spot, Noctis does his thing but the fishing rod does not come out at all and there's no menus - all I get is the tooltip on the right with the buttons and what they do. I also cannot back out of it in any way other than alt f4-ing, the only button that works is the "pause" button. Fishing does not work on any save files, all I haven't tried is going about it through chapter select, but I have a feeling that won't work either. Has anyone else encountered this and if so, how did you fix it, if you did? Didn't seem to find anything about this.

Either broken mod or corrupt game is first thoughts, uninstall any mods, and do a reset on the game files.
