Chapter 9: The summit, The cut Seen Frozen and unable to skip

Need Help with, "Head to the First Secretary's Estate, after Talking midway with her the game just becomes stuck, and with it being a Q&A cutscene I cant skip it, I refreshed the game, and restarted my pc 2 times, still having the same issue... Its after she says pick your 3 people who will help you. and then it's just her and me staring at each other it's not 100% frozen, audio works and their basic animation but it stuck, I even waited 20 mins waiting for a load time...
