PSA Upgrade Your DLSS to 1.0.17
So you can't upgrade this game's DLSS to anything beyond 1.0. That means DLSS 1.1 and beyond are off the table otherwise it breaks the game's DLSS. The only way to fix this is if SE fixes it themselves and it's safe to say that is also off the table because it's been years without an update.

So the next best thing you can do is upgrade this game's DLSS with the latest version of 1.0 DLSS that exists which is DLSS 1.0.17. FF15 uses 1.0.9. The improvements will be subtle, but there will be improvements non the less. Text in general will be more legible, hair will still look much better in motion, I found there to be less smearing in general, and performance seems to be about the same or better.

Now the most glaring issues of DLSS 1.0 are still around, seeing as how this is still DLSS 1.0. Expect lots of shimmering, especially around areas/objects with a bunch a thin lines right next to each other, various minor artificing, and don't expect potentially improved image quality like 2.0, but comparable image quality.

Simply download version 1.0.17, upzip the folder, then drag and drop the file into your FF15 directory where the .exe file is.

yikes I thought it would've at least have DLSS 2 by now

Thanks for the tip, it's a shame they never updated it to DLSS2, but 1.0.17 doesn't look bad at 4K, still better than setting the resolution scaling to 75% or lowering the resolution.
