I got 120 hours into my save with only assassins, bannermen and axemen dropping for magitek airships. At some point I went back to the Imperial bases and noticed I missed a bunch of areas still clouded in the fog of war. After clearing all of them out again, I just suddenly got mechs dropping - Veles Bis, Hoplomachus, Patria and Angelus in order of most frequent to least frequent.
Around the time mechs started dropping, I started farming a spot near Palmaugh Haven trying for Angelus. I got all mech drops up to and including Angelus but the spawn rate for Angelus was abysmal. I got tonnes of Patrias and I still do whenever I go back there.
I switched to Cotisse Haven and the Angelus spawn rate here is kind of broken. It drops from about 1 in 4 ships and frequently drops back to back.
I farmed Palmaugh for a week and got 11x V1s and 1x V2.
To give you an idea of how much more frequently Angelus spawns from the spot near Cotisse, I farmed 55 V1s and 1x V2 in 1 day.
I don't think Patria has anything to do with Angelus spawning. Patria has never spawned for me in the Cotisse spot but still spawns 10 to 15 times more frequently than Angelus in the Palmaugh spot.
Not that there's much need for V2's. Enemies either don't do enough damage to warrant having it or they always 1 or 2-shot you regardless of it. I farmed them just to make the 4 bros as strong as possible.
Needless to say, I did not beat it.
