Where do you encounter this lvl 70 mech? same as angelus?
Yea I just had the magitech engines keep spawning at hammerhead until I hit Patria. I didn't have to travel the map or anything fancy. was just luck of the draw for the first 2 hours. Then I keep waiting for Angelus to show up. Once he did, beat him, saved and then reloaded.

Fyi, it's better to save (after a successful kill) and load than wait for another dropship.
Reloading resets the chance of him spawning, which is lowered if you just sit and wait. You got lucky on the RNG, I tried this at first, got 1 Angelus and then around 20 ships with all the other spawns. Then I decided to Save-Load, and he consistently spawns on average 1 out of 4 loads.
Can you just idle when waiting the ship or you have to walk around?
When I was looking up suggestions about farming him, I saw nothing to support the idea that his spawn odds decrease after he's appeared in a play session. I've seen that claimed, but never supported. I've also seen it claimed that he's more likely to spawn the longer it's been since he spawned, which is the opposite of what you're suggesting.
*shrug* I strongly suspect that the simplest explanation is the right one -- there's a spawn table for dropships, and once Angelus is on it he has the same chance of appearing regardless of other factors. All I know for sure from reading the threads about this is that if you want to reload, or not reload, only farm at night, or always face north while waiting, you'll still end up getting to farm Angelus -- everyone who described their own "right" way to do it ended up getting him to appear.
That's what I did, and it worked for me.
