How to get Regalia Type-D?

After doing much in the game, I decided to start upgrading the Regalia but one thing I can't see to find how to get is the upgrade for Type-D. I saw a few videos where you should be able to walk up to Cindy, speak with her, and she gives the option to upgrade it but I haven't gotten that yet. Is there another step or was this only for console?

You need to be in Chapt. 8 these days. They changed it with the release of Royal/Windows edition.

I've already beaten the game.

You need to beat 3 empire bases. 2 are story related. So I guess you have one more empire base that located on the northwest of hammerhead that haven't been beaten yet that will drop Regalia Type-D item for you?

There should be a sidequest behind Cindy, a blueprint schematic for the Type-D Regalia after you finish all conditions

Those were actually for Type-F which I've actually done

It's the same thing with the Type D. There's a box just inside the garage, click on it and she gives you a quest to go get some tires. When you do that and turn it in, you can choose the Type-D.
