how do i trigger the talcott quest at base camp

"Sidequests: Complete all upgrades for the Regalia and talk to Talcott at Base Camp.
If you miss upgrades you can always call Umbra to go back and do them... or wait to beat the game and then do those and return, your choice!"

also in that page it says:-
"Regalia Type-D Replica
Simply complete every Regalia Sidequest given by Cindy and call Umbra to return to the present (after completing the game), then head to Kingslaive and talk to Talcott, who'll have a sidequest for you.

Sidequest: A gift from Cid.
After completing it you will unlock a replica of the Regalia Type-D with infinite gas to use freely in the Crown City of Insomnia."

i am very confused. what exactly do i need to do to trigger the quest? i am now in chapter 14 and i just arrived at the base camp. i didnt complete the game yet

You need to beat the game to get the Regalia Replica "quest" (it's really just a gift).

ok. i just beat the game and i am in chapter 15 and i am just outside the citadel. i just go back to base camp and talcott will be there? as i said i completed all the cindy quests and the quests from the blueprint next to her

Go call umbra first to go back in time , head to hammerfall , or sleep somewhere , ull see
