Is Cid still bugged? He seems bugged for me.

So I started New Game+ (after not playing for a year and a half) and already had teh Engine Blade 2,as well as teh Bioblaster, Drain Lance, Circular Saw and Auto Crossbow. So as soon as Cid was able to upgrade my stuff I gave it all to him as well as the components (well all except teh Auto Crossbow cuz I had it equipped on Prompto at the time, so I unequipped and talked to him and it didn't give me the option again, though the quest still says the same thing the others do)
So the game tells me to kill time and wait for him to call so I proceed playing and didnt' sleep for sevral days in-game, then when I finally did it was at The Golden Quay. I've done every hunt and sidequest up to Lestallum and am well into Chapter 3 at this point. (specifically I am supposed to be going to the waterfall currently and just picked up all the quests that become available when you get that Main Quest)
So I drop off a quest at Dino and make my way up to Hammerhead to turn in Lesttallum's Finest and figured "surely Cid must be done by now" but he was not.
So I turned to the internet. The wiki informed me places like Golden Quay don't count so I stayed at the inn in Lestallum a couple of times and nothing happened. SO I stayed at the Camper in Hammerhead a couple of times, doing a hunt in between each stay, and nothing happened. So I searched the internet again.
According to some Reddit posts you have to do hunts and camp at a campsite, so I did 3 hunts and camped and nothing happened. SO I did 5 hunts and camped, and still nothing.
So uh, what the hell??
Is he just gonna call randomly one day?
Is it because i have multiples of the weapons and I should sell my copies? (I have an Engine blade 1 still, he has my 2 at this point, and I have extras of all the others, some of which I picked up while waiting for him)
I'm currently re-installing the entire game cuz I don't know what else to do.
If anyone can shed some light on wth, I'd greatly appreciate it.
I have the Durandal to get me by, but the completionist in me wants that Ultima blade, not to mention the other upgrades would be nice secondaries for the guys...

Re-installing the game seems to have fixed it.
I loaded my save, went straight to camp and he called the next day.
I then gave him 3 to upgrade and did 3 hunts and went to camp and he called that next day too.
So I now have Ultima and all my current weapons upgraded.
If anyone else still has this issue, try re-installing your game completely.
