It's random and semi-rare for him to drop out of the ships. And even more rare for him to drop the V2 suit.
Near the gate of the fort or that radio tower behind Cindy's garage (there's some of those doggies near it) tend to be good spots to play the mech waiting game.
Anyway, what I always did was stand in such a spot and save game before a dropship shows up (or right after you've beaten a first drop wave). When the ship appears, if you're facing the opening looking into it, you can tell it's not Angeles and exit game just before they actually drop out (otherwise you have to fight them first), reload the save, repeat.
You at least save some time (and your food bonus if you have one) that way vs. waiting w/out save scumming.
It feels like he shows more when I save and reload a lot, but that is probably just some kind of observation bias.
So far I have 47 Magitek Suits, and 0 Magitek Suit V2s.
I was going to farm 12 V2s, then I lowered my aim to 3, then 1. Now I might just give up without any. On the plus side I gained millions of exp, and thousands of AP.
I was apparently lucky tho - I managed to get six V2's killing him less than 100 times. But the amount of actual hours spent save-scumming + the actual fights (since he doesn't appear every time) was forever. My husband kept walking by all week and shaking his head at my reloading over and over. I gave up on trying to get 8.
On PC I used Cheat Engine table to insert them into one main save. There was no way I was doing that RNG farm fest again.
And to be fair/honest, the "regular" suit is still a decent one-slot accessory.
