I just don't get why they would have servers running to keep it online if the multiplayer for comrades is "offline". I heard what you're talking about before, I think, and I'm pretty sure they're talking about timed quest, rankings, and the daily photos, and all that mess. And the lack of online players in comrades is just from the convenience from the bots.
I see some other post saying that it's shutdown, completely, can't even play it offline anymore, but that wouldn't explain how I was playing it last night.

So yeah, it looks like it is still going on steam, nobody bothers even attempting online play because of the bots, or something, though. Maybe thinking it's shut down? Not even the dailys get people queuing up for 'em.
I'm just starting out and would enjoy having a co-op buddy. Can also confirm the servers are not shut down, played with some other folks a couple hours ago.
