The pack isn't just game textures, it's also higher resolution movies. Taller/longer default grass, a bit, in the main open world section.
You don't need a 4k monitor to notice the difference however. That said, it's not so huge a difference overall that most are going to care tons for gameplay (screenshots might be another matter). There are still plenty of not-so-stellar textures that don't bear up close inspection, even with the 4k pack, and it can feel pretty inconsistent to see great texture here with a terrible one there. >.>
I just really don't like such a massive download and putting it on my SSD.
Anyway, I don't know the age of your SSD but they're not like the early days. Unless you're doing constant heavy video writing/editing (eg, it was your job) or something along those lines, it's not that big a deal re: writing large info to it now and then. Sure, they might not last 15 years like some HDD's could, but it's still going to last you 5-7 years or more, possibly until you want to make a whole new rig anyway. I have all my games installed on my nvme m2 drive. Don't worry about installing/re-installing games overmuch.
Edit: it's like saying all those people running Skyrim higher-texture mods don't see a difference. >.>
But it will be more of a performance hit probably. Although I don't think the TC's RTX-3090 at 1440 would have much of a problem with it.
