This isnt Mad Max, Regalia is meant to be a glorified fast travel between locations, not your main mode of exploring or fighting monsters. Type-D takes away more than it gives when you're exploring the world for the 1st time. Use chocobos to travel off road.
That said, whether you like it or not, think it's stupid or not, unless there's a mod/cheat engine to unlock it earlier (there might be, who knows, never cared to check myself), you're stuck with what they decided.
I dont "dislike" Type-D. Its a fun addition but it just doesnt fit early on. The world is too small for a car like this. Its not even a true open world, it consists of small "pockets" of land connected by roads. Also Type-D removes the danger of driving at night early in the game so it breaks one of important game elements.
There is still quite a lot of things you can do in Lucis in chapter 8/9 and Type-F isnt a "better" Type-D. Type-F cant go offroad like Type-D, its only real advantage/purpose is ability to reach Pitioss dungeon.
