Why can or can't I use healing items??

Seriously, this is driving me f*cking crazy...

Sometimes the game simply doesn't let me use healing items...
what did I even buy 99 Hi-Potions for?

Is there any specific logic behind when I can or can't use healing items?

It just seems absolutely random to me... oh, Noct is down to 10%, but the game doesn't allow me to heal him... but I can heal Ignis who has the most HP right now....

The way I understand it, hi potions only heal hp that is available. Like in a fighting game at half hp you can have a bit of faded health and then health that is black. Hi potions heal faded hp up to that faded cap to heal back the empty bar you have to use a higher tier potion that shows max health there are probably other methods, but I have so many potions I just use those to get it back.
