I am sporting an RTX 2080Ti with an overclocked 8700K at 5.0ghz.
I have RTX 2080 i7 8700k 16gb ddr 4 3000Mhz and I tested this game on my Nvme M2 970 Pro Samsung. In fact, there are ALWAYS stuttering issues. We can't do anything, this engine is poor optimized and this is game is dying anyway.
Ofc all my other game are working well without any issue...
U can try lock at 30 fps like logan said, because this game is not develloped for more than 30 fps (hair and cloth physics dont work really well with more than 30 fps in fact).
And people's saying they are playing "smoothly" ; ofc not, they just dont have the requirement we have.
Probably storage is too slow based on the descriptions, or that you should consider adding 3rd party caching so that frequently used graphic textures are stored in the cache as opposed to loaded when needed and swapped out when not needed. Lowering the resolution or graphical settings can reduce the performance impact when having to load from the storage volume constantly.
I've had the game use all of the available VRAM (11GB) on the 1080ti based on my settings (it's at 4K but I turned off the turfworks or whatever that is, the other nvidia specific options are enabled), and it does take a little bit to load into it--after starting the game and moving around in circles a bit to get things loaded it can be pokey, or if it is raining at night near streetlights or something. I frequently am at 10.5GB of used VRAM once I start actually playing.
The most horrendous experience I had was with a bunch of squid/cthulu type demons at night near that temple place near chapter 3 or 4 that only opens at night--anyway THAT dropped down to like 15fps but wow there was a lot going on.
Otherwise at 4k I was getting an average of 55fps on the 1080tis with occasional dips and spikes faster than that. but not any of this hitching or stuttering mentioned.
NVMe storage does help; this game has moved beyond what a traditional hard drive can accomodate. SATA based SSDs are simply not fast enough for the highest in-game graphic settings, and may struggle to keep up.
ANd of course not all NVMe drives are equal. (I have to wonder how the new optane 905p NVMe model performs; I haven't seen any reviews for it, not even consumer based. almost like retail stores that allow reviews have comments locked down for the holidays or something...)
