Though, you don't talk to Cindy to start it up, eventually there will be a blueprint sitting just inside the garage, like really close to the front. Eventually you'll see a quest marker on it. Once you've started it, it will direct you to where you need to go just like the others.

You can access the quest area you need to go to to unlock the regalia type-d at around chapter 8 btw. if you are wondering how to get to that spot.
