Strange engine
I have it but no question about flying regalia. Is it a bug or what?

Pretty sure you have to be in post-game and have the other two pieces before she offers the upgrade.

Ok so this is quest for NG+? Pretty lame, because i'm never doing NG+. Game has to offer something, and with these quests it won't be very pleasurable.

You need to beat Ardyn to get flying car

No new game+ either, post game content = one dungeon pitioss, that requires this car.If you start NG+ you have to beat the whole game again

I would consider it as spoiler if not the fact that game shows us who is the bad guy in first scene.

You can get it at before finishing the game, you collect 3 parts how ever the final one is recomended lvl 45 so most people di it after finishing the game

Unless they changed something, Cindy won't give you the flying car until post-game, even if you can get the parts before then.

Huh ok i did not know that, i got mine post-game but a friend claimed i could have got it earlier.

If you start a NG+ you have to complete the game again before you can get the Regalia-F. It can only be obtained in Chaper 15, after the final boss.
