Adjust the settings accordingly for your rig and your native monitor resolution but "HardwareFullScreenMode=0" is the one you want to make sure you set for the Borderless Window mode. The rest of the stuff you should be able to adjust in game if you can get to the Main Menu after that.
Trying the Redist packages right now, but how is the GraphicsConfig.ini edit supposed to help me when there's no folders for it? The game only creates those folders if you hit the title screen, which I can't do. I said that in my intro post to this discussion. :(

Must be something to do with how the game handles it's threads. I wish something could be done for you to enjoy the game. Maybe something will come along to fix this scenario. I'd suggest now as a decent time to look into a new chip such as Ryzen or some of the Intel offerings but DDR4 RAM is so over priced irght now... You will pay almost as much for some DDR4 RAM as you will for a decent cpu + mobo combination.
I'm on an AMD FX-6350 chip which is also aging quickly and pretty weak overall. I have been dying to jump up to Ryzen but with DDR4 prices where they are I just can't justify it right now.
