i can't find dave at longwythe rest area near the shack, can't find him there

edit : i'm still at chapter 14, i haven't finish the game

Try:

--setting game difficulty to Normal if it's not already and if that alone doesn't do it then
--if you're post-game, go back to the Present (using Umbra), maybe kill a few things, and then go back again

Edit: or even simpler, restart the game.
