Report a translation problem
1) What version of Windows are you using? DLSS is accessed through DX12, so only Windows 10 can use it, and even then it has to be version 1803 or higher.
2) What driver version do you have installed? DLSS for this game isn't supported on anything less than 417.35.
3) Are you using SpecialK? This one might not be relevant as I'm not completely sure on how it deals with the graphics system, but - IIRC - the game loses access to DX12 features when using that mod.
4) Finally - simply because it has to be asked to cover all bases - are you looking in the right place? It should be found in the Anti Aliasing setting.
antialias=3 then save in notepad.
