World of Final Fantasy is also turn-based.
You have to wait for a bar to charge until you can attack, just like in almost every other PS1 and SNES Final Fantasy. Removing random battles and battle transitions doesn't change that fact, you still have to wait for your turn until you can attack.
If you wanna claim FFXII isn't turn-based, then FFIV to FFIX aren't turn-based either and it would make FFI, FFII, FFIII and FFX the only "true" turn-based games.
TURN based?
Only I, II and III on NES are true turn based games.
IV - X(+X2) and XIII use ATB, which is a little different.
XI, XII and XIV have a global timer, but they are not traditional turn based. They are closer to MMO's, but still based on the ATB system.
XV is the only ARPG in the main series.

Final Fantasy X is one-hundred percent, pure, (and well designed) turn-based battle.
FF12 is *not* turn-based, at least not in a traditional sense. It's a quasi-MMO style hybrid that plays something like Neverwinter Nights. Actions are queued sequentially. It's not actually a turn-based combat system, even though the system *does* work on queues.
There's nothing wrong with that approach, mind, but it's not my cup of tea. I prefer straight turn-based combat, as can be found in FFX. Indeed, I find the combat system in FFX to be the most satisfying and enjoyable of the franchise, as later in the game, fights (boss battles in particular) become more and more strategic. Some are puzzle-like in their difficulty (like a particular boss battle on a particular snowy mountain).
Looks like X has it's own battle system called CTB.
And I never said XII was turned based. It has global cool down.
Only 1 to 3 are really turn based.
Please stop espousing this completely factually inaccurate drivel. Final. Fantasy. Ten. Is. A. Pure. Turn. Based. Game. There is no ATB gauge whatsoever, and the combat system runs on a strict sequence-based turn queuing mechanic with stat-determined ordering

It is NOT turn based (everyone gets 1 turn, round ends). Only 1, 2 and 3 are turn based.
Um, that's not the strict defintion of a turn-based strategy game. Initiative-based turns are *still* considered turn-based strategy. You're talking to a hardcore TBS nerd for whom that style of gameplay is his absolute favorite, bar none. You're talking out of your ass. It's actually a little embarrassing.
And I'll just leave it at that, I guess.
In I, II ,and III.. it is. Everyone picks an attack, it does one round in order of speed, you pick again.
