Can't trigger start of Ifrit fight?

I'm stuck at the beginning of the fight with Ifrit at the end. After the cutscene and when the quest changes to "Fight Ifrit" nothing happens, I can't target or attack or anything. What to do? I already tried reloading the game, changing the active quest etc with no luck.

Try going back to the core word with Umbra, and do a few other things. Maybe it'll break the lock?

Didn't work so far. I see other people posted the same issue in this forum and got no fix. So frustrating, I can't finish the game!?

Never heard of this happening before. Are you using mods or any cheats? Something is obviously stopping the AI from functioning.

Nope just the standard game. Would reinstalling it help?

Verify the integrity of your game cache in Steam's properties window for FFXV.

Verified the game files and ran again, now I can target Ifrit but still can't attack, and also Ifrit is stuck behind the throne. Definitely something messed up here

After completing a couple quests back in Lucis I tried once more and it worked! Thanks for your help guys!

Me also, after entering the gate to the citadel. Ardyn does not show up, I am stuck without back saves.
Can you unlock select chapters without finishing the game?
